Understanding the Role of The Group Benefits Administrator


To enable your group to use the electronic enrollment services, your group needs to designate a Group Benefits Administrator (GBA). The GBA will be the person who has total control and authority to enroll, add and/or delete employees for coverage with Blue Cross Blue Shield of Arizona. Therefore, before proceeding and accepting, the GBA should read the following information carefully.


As the person who is designated as the Group Benefits Administrator, I have complete control over the electronic administration of my company’s group health plan and the authority to enroll employees, approve employee enrollment elections/changes and terminate employee and dependent coverage.

As the Group Benefits Administrator, I will have the ability to assign and control the features, information and reporting which various users will be able to access from any Internet connection. I will exercise that ability in a manner consistent with applicable law. Blue Cross Blue Shield of Arizona (BCBSAZ) is not responsible for any inappropriate access to content resulting from my assignment or control of access to features, information or reporting available through this service.

I will ensure that all employees eligible for the group health plan receive notices required under the Health Insurance Portability and Accountability Act of 1996 (HIPAA), including but not limited to, Notice of Special Enrollment Rights and a general notice of any applicable Preexisting Condition Waiting Period. These notices are included with BCBSAZ’s written enrollment materials for employees and its electronic employee application.

When I cease acting as my employer’s Group Benefits Administrator, it is my responsibility to provide my employer with the account login and password for this service. It is the responsibility of my employer to change my account login and password to prevent unauthorized access to this service.

These terms of use are in addition to the Terms and Conditions which govern all of Blue Cross Blue Shield of Arizona’s on-line services.

The registration process consists of three steps. In order to register for the services offered, you must complete all three steps. If you do not, your information will be lost and you will have to go through the process again.
Group Benefits Administrator Profile
Please enter the following information about the person who will be acting as the Group Benefits Administrator for your company/organization. The Group Benefits Administrator will have the option of assigning administrative rights to other members of your group later in the registration process.

  • First character must be an ascii letter (a-z) or number (0-9)

  • Cannot contain consecutive periods (.)

  • Must contain an at sign (@)

  • Cannot have ` ~ @ before @

  • Following the @ sign must be alphanumeric

  • Must end with a period followed by at least two letters (a-z) for example .com or .org

  • No special character after @ symbol

Login Information
Please choose a Login ID and Password for the Group Benefits Administrator. Keep a record of this Login ID and Password in a secure place. The Group Benefits Administrator must enter it every time they access the account.
Please select a unique login ID. Your login ID must be 6 to 25 characters in length and may consist of both numbers and letters. No punctuation characters or spaces.
  • Username requirements:

  • Use between 6 and 25 characters

  • Username cannot include spaces or special characters (&, %, *, etc.)

  • Password requirements:

  • Must be at least 8 characters

  • Must contain 1 number

  • Must contain 1 uppercase letter

  • Must contain 1 lowercase letter

  • Cannot contain part of username

  • Only the following special characters are allowed:
    ” ! # $ % & ' ’ ( ) * + , - . / : ; < = > ? @ [ ] ^ _ ` { | } ~

Security Question
* We require an additional security question to reference, in case the Group Benefits Administrator forgets their password.
  • Security question answer requirements:

  • Must be at least 4 characters

  • Cannot contain part of the security question

  • Cannot contain part of the email

  • Cannot be the same as password

  • Cannot be the same as username

The following Terms and Conditions govern your use of the Blue Cross Blue Shield of Arizona (BCBSAZ) on-line services (the Service), whether you accessed the Service through www.azblue.com or a broker's website. Separate terms and conditions may apply to the broker's website. Please read BCBSAZ’s Terms and Conditions carefully so you fully understand your rights and responsibilities, and the limitations applicable to your use of this site. If you access, use or view any information, database, application, or tool available on this site, you agree to be bound by these terms and conditions of use.

Information Collected
We may collect information from you such as name, gender, address, phone number, fax number, e-mail address, member number, group number, provider number, broker number, date of birth, Social Security Number, health plan and primary care physician and/or any other information we need to verify who you are or to determine what information may be made available to you.

MyBlue uses non-persistent cookies. Non-persistent cookies serve technical purposes like providing seamless navigation through the MyBlue Web site. These are not written to your hard drive by your MyBlue session, although they may be written to "virtual memory" or "swap space" on your hard drive depending on the configuration and the operating system of your computer. MyBlue non-persistent cookies are intended to be stored temporarily in your computer's memory and are used by MyBlue during active browser sessions.

Access to Information
You will not allow any other person or user to have access to the information contained in the Service unless the person's access is consistent with applicable state and federal laws, and these Terms and Conditions. You will not allow any other person or user to have access to the Service without BCBSAZ's consent. All passwords used to access the Service must be kept confidential. If you believe that a password has become known to someone else, contact Technical Support at (602) 864-4844 or (800) 650-5656 to report the issue and obtain a new password.

Health and Wellness Information
You may access certain health care and wellness information through the Service. This information is provided strictly for your general knowledge and should not be relied upon as medical advice. Please consult your physician for specific answers to questions concerning medical advice or treatment options appropriate for your specific needs.

E-Mail
Please be aware that e-mail may be viewed by other Internet users while in transit to us. Please do not use e-mail to communicate with us regarding confidential matters. Communications to us via the Message Center available on the Service will be secured with 128-bit encryption and the information communicated will not leave our private network.

Security
This site has security measures in place to protect against the loss, misuse and alteration of the information transmitted on the Service. Although BCBSAZ has security measures in place, we cannot guarantee that unauthorized users will not gain unauthorized access to your information or otherwise misuse the system. Automated Approval Process
Automated Review Process requires all application changes made online to be reviewed by the GBA or other Office User for Approval, Denial, or to be placed on Hold. By Default this option is set to “Yes” (please read description below) and can be changed only by the primary GBA (named in this application) through the secure portal. To make changes to this option, go to the Office Setup in the secure portal and make the desired change.
